Tax Administrator Duties:

  • Provide guidance and recommendations to the Tax Commission and Tribal Council regarding the development and operation of innovative and well-planned tax programs that will provide the highest quality of service and optimal revenues to the Pueblo.
  • Provide effective administration and enforcement of all tribal laws related to taxation.
  • Represent the Pueblo in tribal-state discussions and negotiations regarding state taxation issues, including tribal cigarette tax exemptions, gasoline tax exemptions, gross receipts taxes and related tribal-state intergovernmental agreements.
  • Assess, collect, and issue receipts for Taxes, appear in proceedings, bring necessary actions on behalf of the Pueblo to collect taxes, examine places of business regarding financial statements, administer oaths, compromise, and settle claims of legitimate controversy regarding the Tax Ordinance, prepare regulations, procedures, and amendments convenient for the administration of the Tax Ordinance.
  • Provide legal research and analysis to the Tax Commission and Tribal Council regarding potential impacts of tribal tax programs, changes to state tax statutes, changes in Federal laws, or other actions affecting operations of the Taxation and Revenue Office.
  • Provide training and information to Tax Commissioners, Tribal Council, and business enterprises on Indian Taxation and the basic principles of taxing authorities including tribal, state, and federal.
  • Shall be bonded in the performance of his or her duties and safekeeping of all funds and documents entrusted to his or her care.
  • Establish and keep financial records and books to account for all Taxes and other monies received using Generally Accepted Accounting Standards. Keep complete and accurate Taxpayer records.
  • Is responsible for the promulgation of regulations that will provide effective daily management of the Taxation and Revenue Office through proper assessment, collection and administrative processing of all applicable taxes and business license fees.
  • Issue tax rulings, instructions, procedures, and orders.
  • Have full investigative authority concerning the subject matter of any tax inquiry.
  • Maintain confidentiality and security of administrative and technical information, in compliance with policy and procedures.

Liquor Commissioner Duties:

  • As per the Liquor Control Ordinance, Section X, “Licensing”, “serve as a member of the Pueblo of Tesuque Liquor Licensing Commission.”
  • Provide guidance and recommendations to the Pueblo of Tesuque Liquor Licensing Commission regarding the Liquor Control Ordinance.
  • Provide aid in the enforcement of all tribal laws relating to liquor control.
  • .Issue Tribal Liquor Licenses
  • Issue Certified Server Certifications.
  • Assess, collect, and issue receipts for Liquor Licenses, and Server Certifications. Appear in proceedings. Bring necessary civil actions in the tribal court on behalf of the Pueblo to collect fees and penalties, or otherwise enforce any portion of the Ordinance. Examine places of business regarding liquor sales and certified servers. Compromise and settle claims of legitimate controversy regarding the Liquor Ordinance. Prepare regulations and procedures convenient for the administration of the Liquor Ordinance.
  • Provide legal research and analysis to the Liquor Commission and Tribal Council regarding potential impacts of tribal liquor programs, changes to state liquor statutes, changes in Federal laws, or other actions affecting operations of the Liquor Commission.
  • Provide training and information to Liquor Commissioners, Tribal Council, and business enterprises on Indian Liquor laws and the basic principles of liquor authorities including tribal, state, and federal.
  • Shall be bonded in the performance of his or her duties and safekeeping of all funds and documents entrusted to his or her care.
  • Establish and keep financial records and books to account for all Fees and other monies received using Generally Accepted Accounting Standards. Keep complete and accurate Taxpayer records.

Qualifications:

  • Be at least twenty-one (21) years of age, of high moral character and integrity, never have been convicted of a misdemeanor involving dishonesty, of a felony, or of drunkenness, and be physically capable of carrying out the duties of the position.
  • Must have sufficient experience to be able to learn tax practices and procedures and to make sound judgements.
  • Must possess, at a minimum, a bachelor’s degree in business management, accounting, finance, economics, or its equivalent. Possession of a master’s degree in business management or a Juris Doctorate (Law Degree) is preferred.
  • May not be an employee of the Bureau of Indian Affairs, or a member of the Tribal council, except as a former Governor not holding a position of Governor, Lt. Governor, Sheriff, War Chief, or Fiscal at that time.

Pay: $21.00 - $28.00 per hour
